Bixal is a consulting company headquartered in Fairfax, VA, working alongside governments and organizations to help them deliver better services and experiences to the communities they serve. Using evidence-based knowledge and technology, Bixal empowers clients to deliver on their missions more effectively by fostering a culture of learning and continuous improvement. Our values: People-First: Emphasizing the importance of people in all aspects of work. Collaboration and Transparency: Valuing teamwork and open communication. Growth Mindset: Encouraging innovation and continuous improvement. Creating Lasting Impact: Focusing on meaningful outcomes and positive change. About the role: We are looking for a Staff Technical Product Manager to own the technical product direction for a large platform engineering and modernization effort at a federal agency. This is a senior, hands-on role. You will set the product strategy for an internal platform that improves how engineering teams build, deploy, and operate mission-critical systems, and you will keep that work aligned to outcomes the agency cares about. You will be the connective tissue between engineering, platform, data, and design teams and the agency’s product owner. The best person for this job is comfortable in the technical weeds and equally comfortable explaining a tradeoff to a senior government stakeholder. This is expected to be a full-time, project-based position contingent on contract award. While this role is project-specific, Bixal is committed to your long-term success and offers a supportive, inclusive culture that values growth, innovation, and purpose-driven work. Location: This is a primarily remote position. While most of the work is expected to be conducted virtually, there is potential for occasional travel for on-site meetings and working sessions at the discretion of the client. Candidates must be legally authorized to work in the US. Bixal does not provide visa sponsorship. Compensation: The salary range for this role is $145,000 – $155,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate. Responsibilities: Define and drive the technical product strategy for the platform, aligning system architecture, platform capabilities, and integrations to measurable business and operational outcomes. Translate complex technical constraints into clear, actionable requirements and roadmaps that engineering teams can execute against. Lead large-scale modernization work, including platform evolution, service decomposition, and migrations, while protecting system stability and keeping delivery moving. Prioritize and sequence work across multiple teams, balancing technical dependencies, risk, performance, and long-term maintainability. Partner hands-on with engineering, platform, data, and design teams to resolve ambiguity and make sound tradeoffs. Communicate technical decisions, risks, and tradeoffs clearly to senior government stakeholders. Other relevant duties as qualified/trained to perform. Qualifications: Bachelor’s degree and a minimum of 8 years of demonstrated experience defining and driving complex, cross-team technical product strategies tied to measurable outcomes. Deep, hands-on understanding of system design, APIs, data flows, and platform architecture. Experience on federal, regulated public-sector platforms. A track record leading large-scale modernization initiatives without sacrificing stability or delivery momentum. Strong prioritization and sequencing skills across interdependent teams. Excellent communication with both engineers and senior, non-technical stakeholders. Ability to obtain and maintain a Public Trust clearance.
