Range: $88,000 – $100,000 Location: Remote, U.S. FLSAStatus: Full-Time, Exempt POSITION OVERVIEW The Regulatory Affairs Manager advances the work of Changent to strengthen the systems and partnerships that support maternal, infant, and early childhood health. The position focuses on federal program implementation and regulatory analysis tied to initiatives, such as the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program and the Family First Prevention Services Act. The Regulatory Affairs Manager works with government agencies and implementing partners to apply federal guidance and monitor funding opportunities. The role also analyzes regulatory developments and prepares insights that inform engagement strategies and organizational decision-making. ESSENTIAL DUTIES & RESPONSIBILITIES 35% |FederalProgram Implementation & Compliance Develop and maintain compliance structures and tools that support organizational and network compliance with MIECHV, FFPSA, and other federal programs. Coordinate across departments to maintain alignment with federal requirements for data collection, reporting, and documentation. Develop compliance communications for state agencies and implementing partners incoordination with relevant internal teams. Manage day-to-day regulatory and compliance activities related to MIECHV and other federal program implementation. Draft internal decision memoranda, briefing materials, and recommend organizational positions for Senior Manager review. Conduct regulatory analysis and write recommendations related to regulatory policy. Support other program-related objectives for the department and the organization. 30%|Regulatory Monitoring & Analysis Track, interpret, and evaluate federal regulations, guidance, and rulemaking affecting MIECHV and other HHS-administered funding used by Changent programs. Monitor and analyze regulatory developments affecting early childhood programs, maternal and child health, family mental health, and evidence-based home visiting. Analyze how regulatory changes may affect service delivery, identifying emerging issues, risks, and opportunities related to sustainability, growth, and program impact. Prepare technical analyses, internal summaries and synopses, and briefing materials to support organizational decision-making and leadership review. Draft the organization’s formal responses to Federal Register notices and regulatory proposals in collaboration with the Senior Manager, Federal Government Affairs. Identify and communicate emerging regulatory issues and offer recommendati ons to address risks and opportunities. Track and report on regulatory compliance metrics and implementation milestones to support departmental KPI monitoring. 20% |Strategic Stakeholder Engagement Relationship Management Serve as a technical point of contact for federal agencies and select external partners, supporti ng federal engagement and advocacy efforts. Maintain and build relationships with federal agency contacts at HRSA, ACF, and other federally funded initiatives. Represent the organization with nationwide stakeholders and workgroups to advance shared regulatory priorities. Develop guidance for government agencies and implementing partners to support understanding and application of federal regulatory requirements. Respond to implementing partner inquiries regarding federal regulatory compliance in coordination with the Network Management team. 15%|Internal Compliance Integration and Accountability Facilitate timelines, deliverables, and communication across Changent departments to maintain compliance with federal, state, and organizational standards. Serve as liaison between PGA and Information Services (IS) to align with federal and state data and reporting requirements. Represent the team on the internal Data Governance Committee. Coordinate with Changent program leads and other departments on timely submission of federally required model-specific updates. Track Changent contracts with state agencies and monitor progress to ensure organizational accountability for deliverables. Proactively identify opportunities to improve internal coordination, regulatory response, and compliance processes. KNOWLEDGE, SKILLS, & EXPERIENCE

Required Qualifications

Bachelor’s degree in Political Science, Public Administration, Public Health, or a related field. Minimum of five years of experience in government, nonprofit administration, or public policy. Knowledge of federal and state laws, processes, rules, and regulations related to the delivery of maternal and child health services. Written and verbal communication skills, with the ability to communicate effectively with diverse audiences and stakeholders. Ability towork ina fast-paced, collaborative environment. Ability to work independently while collaborating across departments and programs. Proficiency in Microsoft Office applications; experience with project management tools is a plus. Ability to travel up to 15% based on organizational needs.

Preferred Qualifications

Experience drafting federal comment letters, regulatory analyses, or agency guidance. Familiarity with the Maternal, Infant, and Early Childhood Home Visiting, and evidence- based home visiting programs and stakeholders. Project management experience. SUPERVISORY RESPONSIBILITIES This position reports to the Senior Manager, Federal Government Affairs and does not have any direct reports. Apply To This Job
