The job Objective and scope In support of the specified deliverables below, the Afghanistan local expert will conduct key data collection activities that can only be carried out in-country by a professional already known and trusted by the ACAPS Afghanistan Analysis Hub’s (AAH) major local partners. Since the Interim Taliban Authorities seized power in Afghanistan in 2021, the country has been characterised by bureaucratic and political restrictions on the humanitarian information environment, particularly on local humanitarian actors; resulting mistrust among local humanitarian actors; and significant infrastructure constraints that limit communication, including regular internet shutdowns. Because of these constraints, data collection from and with local organisations is a highly complex and fragile process. Obtaining adequate information involves making time-consuming calls over the Afghan cell network, which will frequently be cut off and require repeated attempts at flexible times. When safe to do so, in-person meetings are a reliable way to transfer hard copy or verbal information. The ACAPS Afghanistan Analysis Hub is only able to fulfil its mandate of providing locally accurate and timely analysis with the support of an in-country, local data collection expert to carry out this process. ACAPS is seeking a senior consultant with established relationships with key Afghan partners and proven expertise in in-country data collection and analysis. The successful consultant will be provided a Service Agreement for up to four months, issued by Stichting ACAPS, a Netherlands-based organisation. All successful consultants will be expected to adhere to ACAPS terms and conditions, including being adequately insured, and will be expected to sign and abide by ACAPS Code of Conduct. Fee range An indicative fee range we are expecting for this role is 200-250 EUR per day Your profile Existing, trusting relationships with the Afghanistan Analysis Hub’s key NNGO and LNGO partners (specific organisations and names excluded from TOR for security reasons) Expertise in data collection and analysis on the impact of Taliban decrees and directives; experience conducting this data collection and analysis with local Afghan organisations within Afghanistan Experience providing technical input to ACAPS’s localised vulnerability assessment methodology and enabling its operationalisation by key AAH local partners within Afghanistan Fluency in Dari and Pashto Location within Afghanistan Deliverables Local data collection to support longitudinal report series on the impact of Taliban decrees and directives Days (total): 40 Start date: 01 June 2026 End date: 30 September 2026 Key activities Conduct repeat key information interviews with the Afghanistan Analysis Hub’s local contacts to obtain accurate, up-to-date information on new Taliban decrees and directives and their impact on local humanitarian operations, ensuring monthly updates for longitudinal report series Maintain regular contact with key local interview contacts to validate analysis throughout drafting process Why us?
