Summary

APV s is seeking an Employee Relations Specialist to provide full-performance level support to DHS OCHCO and component HR offices. The Specialist independently performs the full range of routine and moderately complex ER activities, including conduct counseling, leave administration, performance documentation, accommodation intake, and grievance processing. This role applies to federal employment law, DHS policy, and program-specific procedures with limited supervision. The Journeyman Specialist drafts standard work products such as Letters of Counseling, Letters of Reprimand, PIPs, and leave restriction letters, supports proposal and decision letters with senior review, and escalates complex or precedent-setting issues to senior personnel. Duties Conduct & Performance Case Support

  • Advise managers on routine and moderately complex misconduct issues, performance concerns, leave issues, and behavioral matters.
  • Draft Letters of Counseling, Letters of Reprimand, leave restriction letters, AWOL letters, and warnings under DHS policy.
  • Support proposal and decision letters for short suspensions and routine adverse actions, applying the Douglas Factors with senior review.
  • Coordinate the development and tracking of Performance Improvement Plans (PIPs) and Chapter 43 opportunity periods.Maintain accurate case records, timelines, and documentation in DHS HR and case tracking systems.
  • Reasonable Accommodation & Leave Support
  • Process reasonable accommodation request intake, documentation, and case tracking in coordination with EEO and senior ER personnel.
  • Document interactive process steps, medical documentation receipt, and accommodation decisions accurately.
  • Support FMLA, sick leave, leave without pay, advanced leave, and leave restriction actions under DHS policy and federal regulation.
  • Coordinate routine return-to-work planning and post-leave reintegration with managers and HR partners.Escalate complex, contested, or undue hardship cases to senior specialists for review and guidance.
  • Grievances & Workplace Inquiries
  • Process administrative grievances under 5 CFR Part 771 and support negotiated grievance intake under 5 USC Chapter 71.
  • Document grievance timelines, hearings, and decisions accurately.
  • Support workplace investigations through case file maintenance, evidence intake, and witness scheduling under senior direction.
  • Coordinate referrals between ER, EEO, OIG, OSC, labor relations, and OGC under SOP.Maintain neutrality, professionalism, and confidentiality across all assigned cases.
  • Customer Service & Stakeholder Coordination
  • Respond to manager, employee, and HR practitioner inquiries on ER matters with clear, plain-language guidance.
  • Coordinate with managers, HR leadership, payroll, OGC, EEO, and labor relations to resolve case-level issues.
  • Document customer interactions, follow-up actions, and case notes accurately and consistently.
  • Support case calibration sessions, peer reviews, and quality control activities.
  • Escalate complex, sensitive, or precedent-setting cases to senior specialists.
  • Process Improvement & Knowledge Management
  • Identify recurring case issues and recommend SOP updates, job aid improvements, and training enhancements.
  • Contribute to SharePoint knowledge repositories, intake forms, status trackers, and standard templates.
  • Support quality control activities, including peer reviews and case file audits.
  • Participate in working groups, lessons-learned reviews, and process mapping sessions.Maintain current knowledge of federal ER policy and DHS-specific guidance.

Education

  • Bachelor's degree in Human Resources, Public Administration, Business Administration, or related field.Equivalent federal ER experience may substitute based on contract terms
  • Required Qualifications
  • Active DHS Public Trust or favorably adjudicated investigation; ability to obtain and maintain required suitability/access throughout the period of performance.
  • Minimum 5-7 years of federal employee relations experience, including hands-on case support.
  • Working knowledge of 5 USC Chapters 43 and 75; 5 CFR Parts 432, 752, and 771; the Douglas Factors; and the Rehabilitation Act.
  • Hands-on experience drafting Letters of Counseling, Letters of Reprimand, leave restriction letters, and PIPs.
  • Experience supporting reasonable accommodation intake and the interactive process.
  • Strong written and verbal communication skills, including the ability to draft clear case documentation and respond professionally to managers and stakeholders.Demonstrated ability to manage a steady caseload with limited supervision in a fully remote environment.
  • Preferred Qualifications
  • Prior experience supporting DHS or DHS component HR offices.
  • Experience using NFC, MyEPP, USA Staffing, or comparable federal HR systems.
  • SHRM-CP, IPMA-CP, or active progress toward federal HR certification.
  • Experience supporting MSPB or EEOC case preparation.Microsoft 365 and SharePoint Online experience supporting case tracking and knowledge management.
