Manager, Accounts Payable (7060 - Accounting)
About the position Position is for an Accounts Payable Manager to work at EAH Corporate in San Rafael, CA. This is a hybrid remote position (2 days in-person/3 days remote). Responsible for leading and overseeing the end-to-end accounts payable function across multiple properties and funding sources. Ensures accuracy, timeliness, internal control integrity, and regulatory compliance of all AP activities, with a strong emphasis on HUD and affordable-housing requirements. Serves as the primary owner of AP policies, systems, staff supervision, and audit readiness. This position is characterized by a high degree of initiative, responsibility, accountability, and ability to work congenially with a wide variety of individuals. Understands and supports EAH’s mission and core values.
Responsibilities
- Leads and oversees the full procure-to-pay cycle, including invoice intake,
validation, coding, approval workflows, and payment processing.
- Supervises weekly disbursement cycles; ensure payments are accurate, timely,
and compliant.
- Reviews vendor statements, reconciliations, and AP aging reports; resolves
discrepancies.
- Monitors invoice volume and workload distribution to maintain operational
efficiency.
- Establishes, maintains, reviews, and enforces accounts payable policies and
procedures, including approval thresholds, documentation standards, and invoice coding requirements.
- Maintains strong internal controls to prevent duplicate payments, miscoding,
unauthorized spending or policy violations.
- Ensures AP activities comply with HUD, LIHTC, HOME, CDBG and other applicable
affordable-housing program requirements.
- Controls system access and segregation of duties; limits sensitive system
edits to AP management.
- Oversees AP processing within the property-management accounting system
(e.g., Yardi).
- Approves and maintains sensitive vendor and insurance data within the system.
- Ensures consistency and accuracy in invoice numbering, transaction notes, and
allocation coding.
- Directly manages and supports AP Supervisor(s) and AP Specialist(s).
- Provides training, guidance, and performance management to ensure staff
adherence to policies and regulatory standards.
- Promotes continuous improvement, documentation discipline, and accountability
within the AP team.
- Collaborates closely with Real Estate Management, Asset Management, Finance,
and Vendor Management teams.
- Serves as the primary AP point of contact for key external vendors and
utility providers.
- Provides Vendor Management with compliance-related data, including vendors
with expired insurance or documentation issues.
- Prepares AP metrics, reports, and compliance documentation for leadership.
- Serves as the primary AP contact during HUD audits, financial audits, and
monitoring reviews.
- Ensures all AP records are complete, organized, and maintained in accordance
with document retention policies.
- Oversees and/or centralizes annual 1099 preparation and filing.
- Leads implementation of process improvements identified through internal
reviews and audits.
- Acts as escalation point for complex AP, vendor, or compliance issues.
- Actively participates in EAH’s Injury and Illness Prevention Plan.
- Regular and predictable attendance.
- Other duties as assigned.
Requirements
- Bachelor’s degree in Accounting, Finance, or related field. 5+ years of
progressive experience managing accounts payable operations in a multi-property or multi-entity environment, including experience leading AP process improvement or system control initiatives. 1+ years of progressive experience with property management accounting systems, accounts payable software and automation tools (Yardi or similar preferred). 2+ years of supervisory or management experience.
