________________________________________ Your Team The Office of Development leads the agency’s effort to develop affordable housing, through new construction and preservation of existing affordable housing. The Housing Incentives division offers tax credits, tax incentives, and zoning bonuses in order to facilitate affordable housing development. Housing Incentives’ Compliance and Enforcement division investigates and takes enforcement action against building owners receiving these benefits who fail to comply with applicable state and local laws, codes, and regulations, as well as agency regulatory agreements. Housing Incentives is composed of four units:

  • Tax Incentives
  • Tax Credits
  • Inclusionary Housing
  • Compliance and Enforcement

Your Impact: As an Assistant Project Manager for Housing Incentives’ Compliance and Enforcement (C&E) division, you will help manage projects that are out of compliance with tax incentives requirements and assist in investigating, engaging in compliance checks, and taking enforcement action against buildings in receipt of benefits that fail to comply with applicable state and local laws, codes, and regulations, as well as agency regulatory agreements. You will be a part of major compliance efforts, including those focusing on violations of rent registration and affordability requirements, resulting in more affordable and rent-stabilized apartments for New Yorkers while working with and supporting owners and buildings in the process. Your Role Your role will be to manage a number of projects and buildings, from investigation and compliance checks through enforcement actions. You will assist the division in ensuring compliance of buildings with valuable benefits, under the direction of C&E attorneys, as well as the Assistant Commissioner of C&E. You will contribute to investigations of non-compliance with tax programs and regulatory agreements within the purview of Housing Incentives – such as 421-a, J-51, 485-x, 467-m and Inclusionary Housing that regularly involve coordination with other city and state agencies. You will serve as a team player, including by nurturing productive relationships with other staff and with C&E’s internal and external partners. Your Responsibilities include, but are not limited to:

  • Manage your portfolio of buildings from beginning to end of all phases of the project life cycle of the enforcement process:

a. Investigate incidents of non-compliance of Housing Incentive requirements on your portfolio of buildings, including corresponding with tenant associations, witnesses and building owners, which may occasionally include fieldwork. b. Field questions from relevant parties and work with building owners to resolve Housing Incentive requirement issues to bring buildings into compliance. c. In the event of unresponsiveness by building owners, prepare notices of revocation of Housing Incentive benefits and assist attorneys in disseminate notices. d. After revocation of benefits, in the event building owners respond, prepare and help draft and execute agreements with detailed paths to reinstate benefits.

  • Track and monitor the progress of your portfolio of buildings, including statuses and dependencies, and ensure enforcement milestones and other measures are reached.
  • Assist the Division in reviewing and examining complaints of non-compliance of complicated Housing Incentive requirements from within HPD, including the Tax Incentives Programs, and from outside HPD, to maintain affordability, rent stabilization, and other benefits.
  • Assist the Division in collecting facts from public sources and drafting reports and findings.
  • Coordinate with all stakeholders within your portfolio of buildings, including but not limited to property owners, tenants, internal HPD units and other City agencies, to resolve issues with applications
