Who we are? 

The pan-Canadian Pharmaceutical Alliance (pCPA) brings together provincial, territorial, and federal governments for the purpose of increasing and managing access to clinically relevant and cost-effective medicines. Through collective negotiations, the pCPA has realized overall savings as of April 1, 2025) for governments of $3.94 billion annually for brand name drugs and $935 million annually for generic drugs totaling $4.87 billion annually.  The pCPA offers a 100% remote (within Canada) work environment.  

About the role  

The Learning and Development Specialist (L&D specialist) is responsible for designing, delivering, and evaluating training programs that enhance employee skills, support career growth, and align with organizational goals. This role plays a critical part in fostering a culture of continuous learning, improving performance, and supporting talent development across the organization. 

A key focus of this role is leadership development—identifying and nurturing current and future leaders through targeted learning experiences, coaching, and development pathways. The L&D Specialist partners closely with HR and business leaders to ensure learning initiatives drive performance, engagement, and organizational effectiveness. 

Specific deliverables and authorities 

  • Collaborate with managers and HR to conduct skills gap analyses to identify current and future learning needs.  
  • Design, implement, and evaluate organizational development programs, including leadership development, succession planning, and talent management. 
  • Develop and facilitate training programs and workshops focused on leadership, team effectiveness, and employee development 
  • Upload, track, and report on course completion and learner progress. 
  • Measure training effectiveness using feedback, assessments, and performance data. 
  • Support inclusivity, diversity, equity, and accessibility (IDEA) efforts through targeted programs and initiatives. 
  • Partner with subject matter experts (SMEs) to ensure content accuracy and relevance. 
  • Support change management initiatives through targeted learning interventions. 
  • Support employee growth through personalized learning pathways. 
  • Manage vendor relationships related to HR programs and tools 

Accountability 

  • Accountable to the Director, Human Resources. 
  • Acts as a backup for Human Resources positions. 

Qualifications

Education and experience 

  • A degree in Education, Human Resources, Organizational Development or an equivalent combination of education and experience.  
  • 3-5 years' experience in learning and development, training or in a similar role.   

Specialized knowledge  

  • Certification in instructional design, adult education, or training is preferred. 
  • Experience with e-learning development tools and LMS platforms. 
  • Familiarity with competency frameworks and career development planning is an asset. 

Skills and abilities  

  • As English is the primary working language at the pCPA, exceptional written and verbal communication skills in English are required.  
  • Effective written and verbal communication skills in French (asset)
  • Proficiency in adult learning principles, curriculum development, and instructional methodologies. 
  • Strong ability to lead engaging training sessions, workshops, and webinars. 
  • Skilled in conducting training needs analyses and aligning learning strategies with business objectives. 
  • Comfortable working in dynamic environments and adapting learning strategies to evolving organizational needs. 
  • Exceptional abilities in time management, work duties organization and prioritization.   
  • Commitment to continual learning and a drive for intellectual curiosity to innovate and improve.  
  • Demonstrated proficiency in delivering training and presentations.   
  • Exceptional partner engagement abilities, committed to building an effective and dynamic organizational culture.  
  • Proven problem-solving abilities, adaptability, and ability to exercise astute judgment.  
  • Strong business and digital acumen. 

Employment terms

  • Temporary job; 12-month contract. 
  • The salary range for this full-time temporary position is $89,404 - $126,175. This range reflects the salary for candidates with varying experience levels, job knowledge, and qualifications relevant to the position. Specific offers will be based on individual backgrounds and qualifications.
  • The work hours for this position is 36.25 hours per week.   
  • The pCPA provides a group benefits package for temporary employees from the first day of employment.
  • The ideal candidate must be legally eligible to work in Canada and can work from any location within Canada
  • This position requires frequent travel in different provinces and territories, including periodic multi-day, overnight trips.
