Start Date : 1 April 2026 Duration : Two Years Background to the GI-TOC and purpose of Tender The Global Initiative Against Transnational Organized Crime is a network of prominent law enforcement, governance and development practitioners who are dedicated to seeking new and innovative strategies and responses to organized crime. Over the past decade, the GI-TOC has sought to enhance analysis of, encourage action against, and support resilience to organized crime in order to reduce its negative impact on people, the environment, businesses and states. The GI-TOC has more than ten years’ experience coordinating programming and research in regions most affected by organized crime and illicit trade, and is currently expanding its work on the role of illicit economies around the world. Programming activities include research, capacity building, network building and provision of support to civil society stakeholders. The GI-TOC is inviting experienced designers, to be contracted on a consultancy basis to support these activities, to apply. The scope of the services is set out in more detail below in section 3. Application Process We welcome applications from experienced designers or design agencies who meet the following criteria:

  • At least five years of experience in publishing, media, research/think-tank, academic environments, or relevant professional qualifications.
  • We encourage applications from historically disadvantaged backgrounds.

  • an indicative estimate for designing a 10 000 word report – cover design, page layout and simple figures;
  • an indicative estimate for typesetting an existing 10 000 word report in a second language;
  • examples of publication design work; and
  • a brief motivating letter explaining your eligibility and relevant experience.

Scope of the Assignment The functions and responsibilities would entail:

  • The design and layout of template-driven reports from final manuscript through to a publishing stage
  • Typesetting and implementation of corrections
  • Photo research
  • Styling up of template-driven Word document text
  • The Designer will support their assigned project manager by performing the tasks outlined in the Core Functions/Responsibilities on the Project in question, in the language agreed with the Project Manager
  • Applying the GI-TOC design style guide to material

Please note, this is not a content-generating, analysis or programming role. Required Qualifications, Experience and Criteria Applicants should have:

  • A publishing background; substantial experience of working in a book, magazine or other media environment
  • Advanced experience in page layout and producing visual features
  • Advanced software knowledge InDesign, Illustrator, Photoshop and Word
  • Excellent project management skills
  • Preferably experience typesetting non-English language manuscripts, particularly Spanish
  • Understanding of the publishing workflow process
  • Quick turnaround of material where required and ability to meet deadlines

Applicants will be assessed in line with the eligibility criteria above, together with cost effectiveness and availability. The successful candidate(s) will be contracted on a consultancy basis for two years. A draft contract will be provided for approval upon selection. Each project shall be paid in accordance with the proposed fees and upon submission of invoices at agreed intervals. Evaluation Criteria Proposals will be evaluated based on:

  • Relevant experience and qualifications.
  • Cost-effectiveness of the bid.
  • Quality of previous work.
  • Availability and ability to meet deadlines.
